Dibond sign glued to concrete, what glue to use?

Hello forum members.

This is a first time for me where I need to glue dibond sign to super flat concrete. (I'm not allowed to drill)

What glue shall I use please?

Will the glue scratch off in few years if sign is taken down?

Thanks in advance for your input.

Years ago, just before BP light brigade went bust, they sold me MD5 equivalent vinyl. I did 3 vans for a client. 6 months later vinyl started shrinking. BP light brigade where no longer trading. I re-did the vans free of charge with MD5.
