Good morning, Gray! We've done a large number of logos on bass drums over the years, including our own. Film has always performed better than paint because it flexes a bit better, unless you have access to "GripFlex" paint. The trouble with GripFlex is that's it's not super opaque.
If you use film, make sure it's premium. I also assume that the drum isn't being struck on both sides, no?

Hi Gray, I've lettered a few drum skins for pipe bands. I've never had any problems useing vinyl. Rosemary has more experience than me as I've only been in the business a dog watch but I have done them with a callendered vinyl. Mostly avery 700 high performance. The only thing we found with them was we were worried about damaging the skin with all the squeegeing as they seem fairly fragile. We dont get the whole drum just the new skin. I have a round board that I made for doing soft wheel covers that we used to get them nice and flat, seems to work quite well.
Hope this is of some help to you. One guy we do them for had been going to another sign company for years so there doesn't seem to be a problem with vinyl lettering.

I'd sggest you use a banner grade vinyl for this . I've done quite a lot of them . Banner vinyls are much thinner and more flexible and have less tendecy to damp the sound .
